NOTICE: ACCI Certificates of Origin Scheme transition
The Australian Chamber of Commerce and Industry is transitioning to a new accreditation standard in issuing certificates of origin, in line with DFAT’s 2020 FTA CoO Scheme Issue 2.

Since establishing the scheme in 2010 with reference to ISO/IEC 17020:1998, the relevant internationally recognised standard was updated to ISO/IEC 17020:2012. The Department of Foreign Affairs and Trade, as scheme owner, confirmed its desire for the scheme to enforce the full requirements of this accreditation standard and associated ILAC documents with a transition deadline of November 2023.

From November 2023, accreditation services to the 2010 FTA CoO Scheme will be withdrawn. After this time, JAS-ANZ accreditation will be withdrawn for any remaining accredited bodies that have not attained accreditation to the 2020 FTA CoO Scheme and that do not hold accreditation to any other scheme.

The Australian Chamber of Commerce and Industry is authorised by the Australian Government to issue the following types of Certificate of Origin:

- Australian Certificate of Origin
- China-Australia Free Trade Agreement (ChAFTA) Certificate of Origin
- Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) Certificate of Origin
- ASEAN-Australia New Zealand Free Trade Area (AANZFTA) Certificate of Origin
- Thailand-Australia Free Trade Agreement (TAFTA) Certificate of Origin
- Korea-Australia Free Trade Agreement (KAFTA) Certificate of Origin
- Japan-Australia Economic Partnership Agreement (JAEPA) Certificate of Origin
- Indonesia-Australia Comprehensive Economic Partnership (IA-CEPA) Certificate of Origin

The Chamber of Commerce and Industry of Western Australia (CCIWA) and the Freemantle Chamber of Commerce (FCC) are both able to issue both Preferential and Non-Preferential Certificates.

What is a Certificate of Origin?

Certificates of Origin are a documentary system used in modern international trade for millions of transactions around the globe every year. A Certificate of Origin is a document to certify the location of growth, production or manufacture of goods. The Certificate identifies goods and contains an express certification by a government authority, or other empowered body, that the goods in question originate in a specific country.

 

Why do I need a Certificate of Origin?

Certificates of Origin allow an importer to make a claim about an imported good which can then be used and trusted by the authorities of both the foreign government (importing Customs) and by the importer themselves, when the goods cross the border at their destination.

 

What are Certificates of Origin used for?

Certificates of Origin are used for customs clearance in the destination country for trade statistics, sanctions and quota applications, antidumping administration and for the applications of preferential tariff treatments. Certificates of Origin can also be requested by the overseas buyer or the business receiving your goods. In some instances the company receiving the goods will require a Certificate of Origin before authorising their bank to issue a letter of credit and thus payment.

In accordance with some free trade agreements, Certificates of Origin are required as part of the application for preferential tariffs. For example, Australian exports must be registered under the Thailand-Australia Free Trade Agreement (TAFTA) and accompanied by a TAFTA Certificate of Origin in order to qualify for the preferential rates under the agreement.

What is the difference between a Preferential and Non-Preferential Certificate?

Certificates of Origin are issued according to the destination country requirements, and this determines which type of Certificate is issued. There are two types of Certificate of Origin: Non-Preferential and Preferential.

Non-Preferential Certificates are used in trade with most countries to assist with the collection of statistical information, and manage adherence to government sanctions and antidumping regimes, quotas, general tariffs, etc. They are also often required to support the trade finance requirements of banks.

Preferential Certificates may be issued if the destination country is one where there is a Free Trade Agreement in place with the Australian Government. These Preferential Certificates assist Customs authorities to assess the compliance with the terms of the relevant agreements’ Rules of Origin and tariff treatment in the destination country i.e. if the destination country is China, then the appropriate Preferential Certificate would be a China-Australia Free Trade Agreement (ChAFTA) Certificate.
