Universities may face restrictions on enrolling international students if they exceed their enrolment caps under new legislation introduced this week.

The Education Services for Overseas Students Amendment (Quality and Integrity) Bill will give Education Minister Jason Clare the authority to suspend or cancel courses that fail to meet standards or do not contribute to Australia’s critical skills needs.

This measure targets providers with systemic quality issues and aims to prevent student exploitation.

The Bill also implements changes to education agents and commissions, introduces a requirement for providers to exclusively deliver courses to domestic students before increasing their offering to international students, and provides additional powers for Education Services for Overseas Students agencies to suspend a provider’s registration.

The Bill was referred to a Senate inquiry with a report due on 15 August.
