Passenger Movement Charge Increase 
The passenger movement charge (PMC) will increase or the first time in eight years. The increase of $10, effective July 1,  2024, was announced in this week’s budget, part of a funding package designed to cover the cost of biosecurity measures.

Australian Chamber – Tourism has been critical of the increase and called for a freeze to further rises, along with hypothecation of the revenue to the costs of passenger movement, as opposed to general biosecurity measures. Already, the amount of revenue collected from passenger movement exceeds the actual cost of border monitoring and control. This fee increase will exacerbate that situation.

The Future Traveller Working Group will meet this week on the initiative of Australian Chamber – Tourism. The group will consider the necessary improvements to passenger facilitation to meet the needs and expectations of travellers from and to Australia. The intention will be to justify the increased services to travellers covered by the revenue collection from the PMC. 

The ask of Government, as part of the PMC increase, will be for transparency over the measures to which the charge will be applied. Whilst justified by the biosecurity measures, it is not clear what specific costs are being met by the current $1.2 Billion (estimate) collection of the PMC.
